Why a separate enclosure with a power supply?

This keeps the controller, the power supply and the backup battery together in a locked metal cabinet, protected against tampering. In the event of a power failure the battery takes over and the doors remain managed.

Is the backup battery included?

Usually not: there is room for a battery, but you order it separately. The product page states which battery fits.
